You can always point a finger at a specific agency or person, but the reality is that as the government gets bigger and bigger, more and more fiefdoms will emerge within it, and those groups will fight for their own interests at the expense of everyone else.

The Dominion of Providence over the Passions of Men
A Sermon Preached at Princeton, May 17, 1776

Text: “Surely the wrath of man shall praise thee: the remainder of wrath shalt thou restrain.” — Psalm 76:10
There is not a greater evidence either of the reality or the power of religion, than a firm belief of God's universal presence, and a constant attention to the influence and operation of his providence. The doctrine of divine providence is as full of comfort to the good, as it is of terror to the wicked. Nothing is so mortifying to the pride of man as the idea of being dependent; and yet nothing is more certain than that our times are in the hands of God.
It is remarkable that in every age, and in every nation, the belief of providence has prevailed. Even in the darkest and most ignorant periods, the voice of conscience has borne witness to this truth. Heathens themselves have had recourse to fate or destiny to account for what they could not otherwise understand. How much more should we, who enjoy the light of divine revelation, have a steady and uniform persuasion of the dominion of providence over the passions of men!
In this psalm the sacred writer celebrates a remarkable deliverance which God had wrought for his people. He takes notice particularly of the power and wrath of their enemies, and observes that God makes even the wrath of man to praise him; and the remainder of wrath he restrains.
This expression may be understood two ways. 1. That God so over-rules and governs the sinful passions of men, as to bring good out of evil, and cause them eventually to promote his glory. 2. That God sets bounds to the wrath of men, as he does to the raging sea, suffering it to go so far and no farther.
The doctrine of this text is truly comfortable and encouraging to the friends of God. It shows us that he has not resigned the government of the world, nor left it to the blind guidance of chance or the uncontrolled rage of wicked men. It shows us that God is the same yesterday, today, and forever; that his hand is not shortened that it cannot save; that he is still the protector and deliverer of his people.
My design is, through divine assistance, to illustrate and improve this subject; and in so doing I propose,
To prove that God exercises a particular providence over the world, and especially over his church.
To show how this appears in the restraint and direction of the passions of men.
To apply the doctrine to the present circumstances of this country.
[Part I: The Doctrine of Particular Providence]
The belief of a general providence is common, but the belief of a particular providence is often denied or disregarded. By general providence, is meant that God governs the world as a whole, preserving the order of nature and attending to the laws which he hath established. But particular providence means that God watches over and directs the events of every individual life.
Now, that God does exercise a particular providence, is evident from Scripture, reason, and experience.
1. The Scriptures are full of this doctrine. Not a sparrow falls to the ground without our heavenly Father. The very hairs of our head are numbered. In him we live and move and have our being.
2. Reason teaches us the same truth. If God governs the world at all, he must govern every part of it. If he be wise and good, he must attend to the welfare of each creature. If he be almighty, he is able to do it. Therefore, particular providence is a necessary consequence of the divine perfections.
3. Experience confirms it. How often have we seen events brought about in a manner which we could not foresee or control, but which plainly tended to promote the purposes of God and the good of his people!
[Part II: Restraint and Direction of Human Passions]
The passions of men are powerful and often dangerous. They have produced the greatest mischiefs in the world. But God sits as ruler over all. He makes the wrath of man to praise him.
We see this illustrated in many parts of history. The envy of Joseph’s brethren brought him into Egypt, where he became the instrument of saving many people alive. The cruelty of Pharaoh prepared the way for the glorious deliverance of Israel. The persecution of the early Christians caused the gospel to be spread far and wide. Even the malice and rage of the Jews against our Savior fulfilled the prophecies and completed the work of redemption.
In our own times and land, the ambition and oppression of rulers have stirred up a spirit of liberty in the hearts of the people. Thus, the passions of men, though sinful in themselves, are over-ruled by God for good.
[Part III: Application to American Affairs]
We are met on a solemn occasion. The Congress of the United Colonies has appointed this day for public fasting and prayer. It becomes us, therefore, to humble ourselves before God, to confess our sins, and to implore his guidance and blessing.
Our present trials are great. We are engaged in a struggle for our civil and religious liberties. We have been driven to the last extremity. Submission would be ruin. Resistance is attended with danger. But we trust in the living God. He who delivered our fathers will deliver us.
Let us not be discouraged by the power of our enemies. Let us remember that the wrath of man shall praise God. Let us be firm, united, and prayerful. Let us repent of our sins, and turn to God with our whole hearts. Then shall we see his salvation. He will make bare his holy arm, and show that he is the protector of his people.
Our cause is just. We are contending for freedom, for our rights, and for posterity. Let us never be weary in well-doing. Let us go forward in the name of the Lord. And may he crown our efforts with success!
